Stage 5 — import schema once, configure includes/config.local.php, then verify below.

1. Create database: apni_tokri (utf8mb4)
2. mysql -u USER -p apni_tokri < database/database.sql
3. Copy includes/config.example.php → config.local.php
4. Set encryption master key path outside webroot (Stage 9 secrets)
5. Sign in at admin login

• ✓ Config file
• ✓ DB connection
• ✓ Schema tables
• ✓ Schema version match (1.18.0-sms-operation-mode)

Full health check
